Canada’s workforce is being reshaped by demographic changes and evolving economic needs. Key sectors—including healthcare, the skilled trades, cybersecurity, and childcare—are all facing acute labour shortages that threaten our long-term economic security.
At the same time, economic instability and shifting trade patterns are disrupting Canadian markets. Tariffs are driving an increased need to reinforce our competitiveness, build major projects, and ensure public services remain strong. To navigate this transition, every Canadian must have access to the skills and opportunities they need to succeed. The reality is that Canada cannot afford to leave talent on the sidelines. Investing in retraining and upskilling—particularly for veterans, newcomers, and mid-career workers—is critical to keeping our economy resilient and inclusive.

Expand the Veterans Affairs Education and Training Benefit to include the spouses and dependent children of veterans.
Create a structured loan forgiveness initiative incentivizing graduates to enter high-need fields and work in priority locations.
Amend the Excise Tax Act to provide HST rebate eligibility to regulated career colleges, making education more affordable for all.
Partner with the federal government to activate private capital to support skills training and development for targeted workers.
